Program Director - Early Head Start, Gaithersburg, MD

Position Summary: Provide EHS program leadership to ensure full compliance with federal regulations and effective management and governance systems. Collaborate with Policy Council, governance board, agency leaders and other stakeholders to ensure the program delivers quality services resulting in improved outcomes for children and families. Manage a $2.2 million budget with multiple funding streams and grant requirements. Oversee a staff of 40 and directly supervise key positions.

Duties and Responsibilities

Provide overall program leadership. Engage the Policy Council, governing board and management staff in developing, implementing and monitoring effective management and governance systems that meet federal requirements, promote quality services, and respond to community needs.
2. Serve as key contact with Head Start agency and designated representatives, including Training and Technical Assistance providers, auditors, onsite reviewers and other federal contractors.
3. Conduct the Annual Self-Assessment Day and facilitate the development of annual program plans including goals, objectives, priorities, and outcome measures for children and families to be incorporated into grant applications. Monitor program progress in achieving goals and outcomes, making data informed decisions for continuous program improvement and reporting.
4. Directly supervise key program staff including annual evaluation and career development. Lead staff meetings and provide ongoing communication about program and agency goals and activities.
5. Oversee recruitment, hiring, training, evaluation and other personnel actions for all 40 staff positions involved in the EHS program, in compliance with the FSI policies, procedures and organizational values.
6. Manage $2.2 million budget that includes federal, state, local government, foundation and other non-federal funding sources. Work with FSI management and governing bodies to develop grant applications and annual budgets; provide funders with required reports. Ensure all spending is appropriate, allowable and accurately reported to funders and governing bodies.
7. Develop partnerships and formal Memorandums of Agreement with key community partners to support smooth transitions and expanded services for EHS families and children. Collaborate with diverse organizations and community leaders to conduct Community Needs Assessments and support expanded access to high quality early childhood education services for high risk young children.
8. Participate in CYF Division Leadership Team and FSI Leadership Team meetings and activities. Ensure that corporate compliance, quality assurance, critical incident reporting, emergency preparedness and strategic planning issues are addressed. Qualifications

Experienced professional with B.A. Degree in Social Work, Early Childhood Education or related field, Master's Degree preferred. Must be experienced in staff supervision, fiscal management and program design and administration. Experience with Head Start standards and working in a multi-ethnic, low-income, community strongly preferred. Must have excellent written, verbal and leadership skills.
