Officers

Charles Kramer Jr. President

Chuck Kramer is the Vice President for Health Systems at GlobalNet Services, Inc. (GNSI) in Rockville, MD, an award-winning information technology services firm. A former Senior Vice President and Chief Technology Officer at Social & Scientific Systems, Inc. in Silver Spring, MD, he has designed and implemented leading edge technology solutions for over 30 years. Chuck's experience includes the U.S. Department of Agriculture, the Executive Office of the President, the National Institutes of Health, U.S. Agency for International Development, and numerous other federal offices and private-sector clients. Chuck holds a B.S. degree in Business Administration and an MBA. He has been a frequent speaker at technology events addressing topics such as social media, security, and disaster recovery and business continuity. Active in the community, Chuck has spent several years speaking to parent and community groups on Internet safety, privacy, and as an advocate for increased use of technologies to provide more efficient delivery of services. Chuck was first introduced to Family Services as a volunteer to assist with a telecommunications project. Impressed with the organization's programs and its positive impact within the community, in 2006 he joined the Board of Directors and has served as Treasurer and President-Elect. Chuck is also a top-ranked professional duckpin bowler and serves as President of the Women's National Duckpin Association.


Diane Ennist, JD
President-Elect

Diane Ennist is the Vice President, Legal Affairs for Carey International, a leader in the transportation services industry located in Washington, D.C. Before joining Carey, Diane was the Vice President, Deputy General Counsel of Litigation at Freddie Mac in McLean, Virginia. She also spent a number of years at the Department of Justice as a Senior Trial Counsel, and before that, practiced in a large law firm. Diane received her undergraduate degree with High Honors from the University of Rochester, and her law degree with Honors from Ohio State University. She was a member of the Order of the Coif and the Law Journal. She is involved in her community through the schools and sports, and was an officer sponsor of the Freddie Mac Corporate Hoops for the Homeless for several years. She is a 2003 graduate of the DC Cares Board Leadership Program. The scope and depth of the services, as well as the caring people in the organization, first attracted Diane to FSI.


Marc Infeld, Realtor

Marc D. Infeld
Treasurer

Marc Infeld is the Treasurer of the Board of Directors and Chairperson of the Finance and Audit committees. He grew up in Pittsburgh, PA and has lived in Maryland for the last 19 years. Marc is a full time Realtor with Coldwell Banker Residential Brokerage in Potomac, MD where he specializes in working with relocating executives for the areas top corporations. Marc works solely by referral and is licensed in Maryland, DC, and Virginia. Marc's success as a Realtor stems from his varied amount of previous experience in both corporate, educational, and entrepreneurial positions. He is known as a technology savvy, creative and resourceful individual with a strong work ethic. His clients often comment on his patience, loyalty and integrity. He has experience successfully launching start-up companies, and he has owned and operated a luxury yacht brokerage business. His expertise lies in Real Estate Sales, Business Planning and Strategy, Web Marketing, Print and Digital Design, Web Development, Direct Marketing, Contract Negotiation, Sales Support, Corporate Communications and Project Management. Marc is married and has three children. He enjoys coaching youth sports, fishing, socializing with friends, SCUBA and spending time with his kids.


Carol Hayes
Secretary

Carol Hayes is Associate Vice President of Project Management in the Information Services Division at Navy Federal Credit Union. Carol’s background includes program management, technology delivery, internal controls, and data management. Mrs. Hayes is active in Women In Technology (WIT), where she supports the professional development of women through their leadership of the Mentor-Protégé program. She is also active in the Girls In Technology outreach committee within WIT. In this role she spearheads Sharing Our Success, a yearly event that fosters technology interest to middle and high school girls. Mrs. Hayes is a Professional Project Manager (PMP), and Accomplished Toastmaster (ATM), and a graduate of the DC Cares Board Leadership Program. She holds a Masters degree in Information Systems from George Mason University and a B.S. in Business Management from the University of Maryland.

Emmet P. Cavanagh

Emmet P. Cavanagh is the Chief Operating Officer for METRiX Technologies, Inc. of Rockville, MD, a management and technology solutions and services provider for the Federal Government and large, private sector corporations. Prior to co-founding METRiX Technologies, he worked for industry leaders such as Booz, Allen & Hamilton, Hughes Aircraft Company, and General Dynamics. Emmet received his undergraduate degrees in Biological Sciences and Mathematics from the University of Cincinnati and the University of California at Irvine (UCI), respectively. He earned the Master of Arts in Applied Mathematics from California State University at Fullerton (CSUF). He was chosen as a Hughes Undergraduate and Graduate Fellow for his academic work at CSUF and UCI. Emmet has been actively involved in the community through school fundraising activities and coaching CYO sports.


Gail L. Daumit, MD
Dr. Gail Daumit is a practicing general internist, epidemiologist and clinical researcher at the Johns Hopkins University Medical Institutions. She is an Associate Professor with a primary appointment in the Department of Medicine amd joint appointments in the Departments of Psychiatry, Epidemiology, Health Policy and Management, and Mental Health in the School of Public Health. She is a core faculty member at the Welch Center for Prevention, Epidemiology and Clinical Research. Dr. Daumit completed her undergraduate studies at the University of Pennsylvania and her medical degree at Emory University. She completed her residency in Internal Medicine at Massachusetts General Hospital at Harvard Medical School. After residency, she came to Johns Hopkins for a fellowship in the Robert Wood Johnson Clinical Scholars Program, in which she joined the faculty. Currently, Dr. Daumit is directing the ACHIEVE Study, an NIMH-funded clinical trial for behavioral weight loss intervention within psychiatric rehabilitation programs. She lives in Rockville, MD with her husband and three children.


Catherine Doughty
Catherine Doughty (Cathy) comes to Family Services, Inc. from Sheppard Pratt Health System where she is the VP of Human Resources. Cathy has over twenty years of experience in Human Resources, including extensive employee and labor relations in industries such as health care, education, banking and business. She received a Masters in Business Administration with a Human Resources concentration from West Chester University, a BS in Psychology from Ursinus College and is certified as a “Senior Professional in Human Resources” via the Society of Human Resource Management. She currently serves on the Maryland Mental Health Workforce Retention and Recruitment Subcommittee of the Maryland State Department of Health and Mental Hygiene Administration. Cathy lives in Cecil County, Maryland with her husband Jim and three pets. Their hobbies include restoring their 100 year old farmhouse, kayaking and cooking.



Paul Mooney

Pat Mooney is a long-time resident of Montgomery County and a retiree from IBM in 1990. After completing college, he spent a 30-month career in the United States army in the area of Guided Missile Air Defense. There he developed command, management, and organizational capabilities. He joined IBM just at the beginning of the Space Race in 1960, and had a key role in IBM’s contract to develop and produce the first space computer for the NASA Gemini Mission contract- a precursor to the Apollo project to land men on the moon. He went on to further develop his contract management, financial management, planning, and advanced study skills on several major contracts for NASA and the US Air Force. Pat has a strong personal interest in the field of mental health, and greatly accepted a request to joint the FSI board in the late 90’s. His desire was to bring his management background and mental health interest to bear in support of the FSI board of directors. Pat is now on a second tour of the FSAI board, hoping to again bring his personal background and corporate experience to the challenges of Family Services, Inc.



William A. Morgan

William A. Morgan is FSI's Past-President of the Board of Directors and is currently Senior Vice President with Citibank. He is director of Branch Expansion and Distribution in the Mid Atlantic marketplace for Citi and has been with them for 10 years. Bill volunteers as a Camp Qualified Adult for the Girl Scouts as well as volunteering in various capacities at his kid’s school and at his church. He holds a BA and a MBA from Rollins College and he and his family have lived in Gaithersburg for 20 years.


Anne Marie O'Keefe, JD, PhD
Anne Marie O’Keefe, an Associate Professor in the School of Community Health and Policy at Morgan State University, has 25 years of experience in health and behavior change. She was a registered federal lobbyist for 17 years, representing public health, not-for-profit, and public interest clients before the legislature and regulatory agencies. She is a founding practitioner of media advocacy, and a widely respected leader of the tobacco control movement. Dr. O’Keefe received her J.D. cum laude from Harvard Law School and her Ph.D. in Clinical Psychology from the Ohio State University.



Esther Pinder, MD

Dr. Esther Pinder, a pediatrician, has retired from private practice but is very active in the local chapter of the Academy of Pediatrics. She is currently involved in a Medical Home for Children with Special Healthcare Needs quality improvement project. This project involves working with pediatric practices and clinics to improve the coordination and delivery of care to children with special needs. Dr Pinder is the mother of two adult children. One of whom had multiple medical issues so she has firsthand knowledge of the frustrations and barriers families face when trying to juggle multiple medical appointments.


Steven S. Sharfstein, MD
Steven S. Sharfstein is President and Chief Executive Officer of the Sheppard Pratt Health System, where he has worked for 21 years. He is also Clinical Professor and Vice Chair of Psychiatry at the University of Maryland. A practicing clinician for more than 30 years, he is best known for his research and writing on the economics of practice and public mental health policy. He has written on a wide variety of clinical and economic topics and has published more than 140 professional papers, 40 book chapters, and ten books, including (as coauthor) Madness and Government: Who Cares for the Mentally Ill?, a history of the federal community mental health centers program. He was Secretary of the American Psychiatric Association from 1991-95, its Vice President from 2002-2004, and President from 2005-2006. Dr. Sharfstein also received the Human Rights Award from the American Psychiatric Association in 2007.


Trung Kien Vu
Trung Kien Vu is a Senior Financial Advisor for American Express Financial Advisors, Inc. and possesses extensive knowledge in the areas of finance and economics. Mr. Vu’s professional associations include the Financial Planning Association and the National Association of Insurance and Financial Advisors. He serves as the vice president for the Institute of Management Accounts and is a member of various institutions, such as the International Association for Financial Planning, Maryland Leadership Development Team, and the Million Dollar Round Table. Mr. Vu holds a B.S. in Finance, Marketing and Economics from the University of Maryland and serves as their Alumni Association Vice-President.



Thomas E. Harr
Executive Director

Thom Harr became Executive Director of the Family Services, Inc., in August 1998 after a distinguished career with Montgomery County government. He held the position of Deputy Director of the Montgomery County Department of Addiction, Victim and Mental Health Services, and more recently, served as Acting Director. Mr. Harr was a member of the senior management team that successfully restructured the County's health and human service system in preparation for Medicaid and welfare reforms. He is the former chair of the Citizen Advisory Board for the Regional Institute for Children and Adolescents (RICA), and is a member of Leadership Montgomery's Class of 2000. Mr. Harr most recently graduated from Leadership Maryland in 2008. Mr. Harr holds an MBA in finance from American University and a Master's in Library Science from Catholic University.
